The SIA was set up to make it easier for money and expertise to flow. It is no longer just a bureaucratic office. Thanks to Investment Law No. 18 of 2021 and the reforms that followed in 2025, it has become a powerful &#8220;one-stop shop&#8221; that protects and speeds up international projects.<\/p>\n\n\n\n<p>For a foreign business owner or executive, knowing the SIA can mean the difference between a project that gets stuck in paperwork and one that gets off to a good start.<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">The Single Window-Idea<\/h2>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The &#8220;bureaucratic maze&#8221; was the biggest problem for foreign investors. They had to go to ten different ministries to get ten different stamps. The Investor Services Centre is the main point of contact for the SIA.<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">How It Works<\/h3>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>People from all the important government agencies, like Customs, Finance, the Environment and Tourism, work in the SIA building.<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">The Representative&#8217;s Power<\/h3>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>These representatives have the legal power to give approvals for their home ministries. The result is that you send your application to the SIA, and they take care of all the internal coordination. The goal of this &#8216;Single Window&#8217; system is to issue a final investment licence in 15 days, which is a huge improvement over how long it used to take.<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">The Investment License<\/h2>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The most important job of the SIA is to check and approve projects. The SIA&#8217;s Investment License is more than just a business license; it&#8217;s a legal contract that opens up a lot of big benefits.<\/p>\n\n\n\n<p>A foreign company is just <a href=\"https:\/\/syriacapitalpartners.com\/blog\/how-sanctions-impact-doing-business-syria\/\">a regular business<\/a> that has to pay taxes like everyone else unless it has this specific SIA-approved status. The SIA protects the investor from the state in a legal way.
